My great aunt and uncle had one on their farm too and did use it when I was younger. When water was put in for bathrooms the stopped using them. They were not painted red but a natural metal color. One pumped water from the cistern, and one pumped water from the well. I remember using the pump myself. Eventually one disappeared, replaced by an electric pump.
