What are they???

These were at the side of the shooting range the other day.  I really have no idea what they are for.

    no clue but they could be recycled into plant hangers... John might have the answer of using them for temp fencing. really strange. gun props?

    I'm guessing to hang extra gear on but they don't look particularly stable for anything too heavy.
    Great photo for rust and metal though.

    Target hangers? If so, they have not seen much use as they are not pitted with bullet holes. I give up!
