He looks a little bit lonely. My sister had horses and she said that are not happy being alone. That's a nice barn. A wonderful scene!
He's asking if he can come outside, perhaps.
It does appear to be standing there waiting for someone.

I thought he was waiting for the sun to come out. Unfortunately, he couldn't see the Milk Bone dog biscuits you were holding, or else he's come galloping. :-)
I hope there are more in the stable, the horse is a herd animal... just like us - we need our herd too. :-)
