We have a big garden and there is always something coming for lunch at some place,
It does look a little suspicious. I hope you can catch them in the act, and find out what kind of bug it is.

on no, our one hisbiscus we have left has holes like this and the edges are ragged. I am going to try liquid sevin, I bought it for ants, daddy used so springkle powder sevin on his plants
Most of those nasty critters hate hot sauce. You can dilute some with 50% water and sprinkle it on the leaves and ground around your plants. Since it's a natural, plant-based concoction, it won't hurt the environment and the critters will probably move next door.
